Lian Li Launches Full-tower PC-90

Keelung, Taiwan – Lian Li Industrial Co. Ltd, maker of high-end, all-aluminum computer chassis for over 12 years, today introduced a full-tower chassis, the PC-90. Available in striking black or silver hairline-brushed, anodized metal casing, the PC-90, also known as 'The Hammer', represents the best of Made-in-Taiwan ingenuity and quality, with the ease of tool-less design.



The Lian Li PC-90's unique internal layout allows large HPTX motherboards to be held in a standard, full-tower case with a weight of only 6.6kg. 'The Hammer' PC-90 is light and compact, and can easily fit under a desk like a standard PC chassis. This makes the chassis an excellent solution for systems/servers/workstations without needing a large, heavy steel case.



Instead of standard HDD cages that obstruct internal air-flow, the PC-90's HDD drives are mounted vertically on two trays inside the left side panel. This way, the entire back of the case can be used to hold the motherboard, even enabling a larger HPTX or server motherboard to fit into the standard, full-tower chassis.



The Lian Li PC-90 offers the advantage of two 140mm front fans blowing cool air directly and unrestricted over the motherboard and VGA card to the rear 120mm fan. Its sturdy HDD trays on the side of the case lock firmly into place in order to avoid vibration. Nonetheless, the trays can be easily removed via thumbscrew, allowing for easy installation of three 3.5” HDDs in the front and three more 2.5” drives on the back of the two trays, for a total of 12 HDD drives for the entire system. Thanks to the chassis design without HDD cages, 'The Hammer' supports video cards up to 400mm length and also offers a tool-less graphics card holder. To support modern motherboards and avoid having to use external connectors, the case is equipped with USB 3.0 for 20-pin connector.

China official tells Web firms to control content

BEIJING (AP) — A Communist Party leader has told China's Internet companies to tighten control over material online as Beijing cracks down on dissent and tries to block the rise of Middle East-style protests.



The party secretary for Beijing, Liu Qi, issued the warning following a visit this week to Sina Corp., which operates a popular microblogging site, according to the party-published newspaper Beijing Daily.



Internet companies should "strengthen management and firmly prevent the spread of fake and harmful information," Liu was quoted as saying after the visit Monday to Sina. He said companies should "resist fake and negative information."



Communist authorities encourage Internet use for education and business but are uneasy about its potential to spread dissent, especially after social networking and other websites played a key role in protests that brought down governments in Egypt and Tunisia.



Beijing is in the midst of one of its most sweeping crackdowns on dissent in years and has detained or questioned hundreds of activists, lawyers and others.



The government tries to block access to foreign websites deemed subversive and Chinese operators of websites where the public can post comments are required to watch the material and remove any that violates censorship rules.



The government's censorship rules prompted Google Inc. to close its China search engine last year. Mainland users can see Google's Chinese-language search site in Hong Kong but access is slower and the company's China market share has shrunk.



The report on Liu's warning gave no details of how Internet companies were expected to change their management.



Employees who answered the phone at Sina referred questions to a spokeswoman who did not answer her phone.



With Liu during the visit were Sina CEO Charles Chao and Kai-fu Lee, a former boss of Google's China unit who runs a technology investment company, according to the Beijing Daily.



Chao told Forbes magazine in March that Sina's microblogging site, Weibo, has at least 100 employees monitoring content 24 hours a day. The company said in May that the number of Weibo users had passed 140 million.



Also this week, the Beijing Internet Media Association, a government-sanctioned industry group, called on its 104 member companies to police Internet content, possibly prompted by Liu's order.



"Propaganda guidance to the public should be led toward a correct direction," the appeal said, according to the Beijing Daily. "Online news should be trustworthy and should not spread rumors or vulgar contents."



Liu, the party secretary, also visited the headquarters of Youku.com Inc., a video portal, and talked with CEO Victor Koo, the report said.



China has the world's biggest online population, with 485 million Internet users as of June 30, according to the government-sanctioned China National Internet Information Center.



Meanwhile, a major Chinese Internet commerce platform, Taobao, has told merchants that use its service to stop selling virtual private network and other software that allows Web surfers to avoid government filters.



Taobao, part of Alibaba Group, said it acted after finding VPNs were being used to visit foreign websites illegally. A company spokesman said Tuesday it took the action on its own without receiving government orders.

Facebook kills off Groupon competitor

SAN FRANCISCO (AP) — Facebook is ending its Deals program, which offered the site's 750 million users discounts similar to those offered by daily deals site Groupon.



Facebook said in a statement Friday it decided to end Deals after four months of testing. The service will wind down in coming weeks. It was available only in Atlanta, Austin, Dallas, San Diego and San Francisco.



Facebook says it remains committed to serving local businesses through ads, pages and other products. And it will continue to offer "check-in deals." These lets businesses like restaurants and stores offer deals to customers who "check in" through Facebook to let their friends know where they are.

DEXGUiDE | Optimizing Deluge For Bandwidth Tweaking/Speed

These are the basic principles of optimizing a bittorrent client, like Deluge, for speed:
  • Choose a proper port to avoid ISP blocks and conflicts with other programs

  • Forward that port through any software firewall and router to allow incoming connections

  • Adjust internal settings based upon upload capacity of the internet connection to allow room for outgoing communications and to distribute upload efficiently. 



There are some programs that claim to optimize speed in Deluge.  Such programs are a scam and generally contain adware or spyware. I have seen it said, by the developers of all bittorrent programs, that nothing will increase your download speed in a bittorrent client more than the basic steps set forth herein.

Choosing A Proper Port 

To avoid messing up a network connection that is already cleared, first check and see if your communications are blocked or are already clear.  Have Deluge running while testing the port.
Click to Test Your Port Success-just go to Adjusting Internal Settings.Error- follow all steps.
You can see the port used by Deluge at Edit>Preferences>Network.  All boxes for incoming and outgoing should have the same numbered port and the "Use Random Ports" options should be unticked.  You can also test the port within Deluge by pressing the "Test Active Port" button.

If you failed the port test above, then you should first set your port to a proper one.  The most important choice here is to avoid using a port within the 6881-6999 range. This was the range originally used by bittorrent programs and is often blocked by Internet Service Providers (ISPs). (If your port was in this range, change and re-test). The safest choice is a port in the 49152-65534 range as this will avoid ISP blocks and possible conflicts with other applications.

Forwarding The Port

Introduction
A router will block incoming communications unless an exception is made. All software firewalls will block incoming communications and most will also block outgoing communications, unless an exception is made. If you are "firewalled", then other people will not be able to initiate connections with you (see Why Is Being Firewalled Bad).
As there are many firewalls and routers, this guide can not give explanations as to each. However, there are guides available, on the internet for most firewalls and routers and this guide will link you to them.  Note that PortForward.com does not have guides specific to Deluge.  Choose a µTorrent guide and substitute Deluge where µTorrent is indicated.
Software Firewall - The permission should be set to allow TCP and UDP in both directions. Generally, you will have a choice to set permission for the Deluge port or for the Deluge program. Setting permission for the port is the safer choice. You can check these options for guides:
Router - There are two choices here. The easier way is to use UPnP. However, this has a possible security issue. Using UPnP allows any program to create a port mapping through the router without consent of the owner. The other choice is to manually forward the port through the router. This does not have that security issue, but involves going through several steps to accomplish. Using the guides linked herein, this should not be that difficult and is the preferred method.

Adjusting Internal Settings

Introduction
The most important setting here is to cap upload in Deluge to 80% of your overall upload capacity. Setting upload in Deluge is a fine line. The more upload you give, the more download you will get from other peers. However, if upload is set too high, or to unlimited, then download speeds will suffer as outgoing communications (acknowledgment signals, resend requests etc) will be interfered with. Other adjustments are made here to distribute your upload so that you receive back the most download from other peers.
Speed Test: Speedtest.net (Click for Test)
First the upload capacity of your internet connection must be determined by taking an online speed test. Speedtest.net has test locations worldwide and will highlight the one closest to you.
To take the test you must have Flash installed and javascript enabled
Before taking the speed test, press Settings in the upper right of the speedtest.net page.  This will take you to another page.  At the bottom of that page is the "Global Settings" options.  Set "Speed Measurement" to kilobytes and press "Save" .  This will facilitate entry into the calculator below and will lessen confusion as Deluge shows speeds in kilobytes.

You should stop all internet activity, including torrents, before taking the test and the test should be taken a few times to obtain a reliable average. Results will now show in KiloBytes. It is the upload rate that is important here.

Another Way To Test Upload Speed
For most people these test results will be reliable (Comcast users see Note). However, you may wish to do a double check on real life upload speed. When you are active on a torrent with a good number of peers and you are using your upload cap, set upload to unlimited and watch for about 5-10 minutes and see where upload settles in at. Then input that number into the calculator in the kiloBytes section. 
Note: Some ISPs will show inaccurate results on the speed test. If your ISP has anything like Comcast's PowerBoost, then your results will show higher than the actual speed of your connection. PowerBoost provides a burst of download and upload speeds above your provisioned download and upload speeds for the first 10MB and 5MB respectively. Since the speed test involves relatively small files, this will skew results upward. If you have PowerBoost, or something similar, you should initially use the speed test results and then use the test method in the paragraph above.
Once you have an average upload speed for your connection go to the online Azureus Upload Settings Calculator. Although designed for Azureus, this calculator will work for all bittorrent clients.

Speed In Deluge at Edit>Preferences>Bandwidth are the settings for upload speed, max connections (global), max connections (per torrent) and max upload slots (per torrent). 
Under "Global Bandwidth Useage", change "Maximum Connections" and "Maximum Upload Speed" to match calculator.  "Maximum Upload Slots" and "Maximum Download Speed" should be set to -1 (unlimited).  The "Maximum Half-Open Connections" and "Maximum Connection Attempts per Second" should be left at default settings.
Under Per Torrent Bandwidth Usage "Maximum Connections" and "Maximum Upload Slots" should be changed to match the calculator.  "Maximum Download Speed" and "Maximum Upload Speed" should be kept at -1 (unlimited).
The "Ignore limits on local network" should remain enabled.  I could find no definition for the "Rate limit IP overhead" option.  I presume it includes overhead in determining capped bandwidth, but I am not sure.  I found no difference with it ticked and unticked, and have left it at the default enabled.  You could try either way (if you see a difference, please post here about it).

Peer Sources & Encryption

Having the proper peer sources enabled, such as Peer Exchange (PEX) and Distributed Hash Table (DHT), will help download speeds as they will help you find additional seeds and peers for a torrent.  Local Peer Discovery should be enabled as it supposedly searches for peers on your ISP or those on an extended network or on a LAN party. it can be very useful on a LAN party.  I have not found it to make much of a difference when not on a LAN or extended network.
Encryption was primarily designed to thwart Internet Service Providers interference with bittorrent.  Having encryption enabled and allowing incoming legacy (non-encrypted) connections will provide you with the largest pool of seeds/peers to select from.

No Prioritize

In my install of Deluge, the option to prioritize the first and last pieces for a torrent was enabled at default.  Theoretically, this option will allow you to view the contents of a download (particularly a video) before the download is complete.  This is to avoid a fake download.  Fake downloads can easily be avoided by only downloading content that has comments or ratings that indicate the content is clean and real.  Many search sites also offer "verified" torrents that are clean and real.  This option will slow download speed if enabled and should be disabled for best download speed.
